SYNTHESYS3: 12-month budget check

Dear SYNTHESYS3 colleagues,

The first year of SYNTHESYS3 is shortly coming to an end and in preparation for the first AGM and the first set of reports to be submitted to the Commission for SYNTHESYS3, I need to carry out a check of the overall project spend at this 12-month stage. In order to do this I need your help, and ask that you kindly carry out the following steps:

1) Firstly if you have received this e-mail and you are not responsible for the financial reporting of SYNTHESYS3 for your institution, please let me know.

2) Ensure you have access to the SYNTHESYS3 project on ECAS<ec.europa.eu/research/participants/portal/desktop/en/home.html> and that you have a Financial Signatory (FSIGN) assigned for your institution AND to the SYNTHESYS3 project. If you have any problems with this, please check the portal guidelines<http://ec.europa.eu/research/participants/portal/desktop/en/support/faq.... or let me know.

3) Please complete the Justification of Resources (JoR) for your institution using the template<http://synthesys3.myspecies.info/node/256> on the management site (NB: you need to be logged in to the site to view this). Please send this to me by 1st August at the latest, and earlier if possible. If you will be away during this period please plan ahead either by sending me the draft JoR earlier, or assigning a deputy to complete it and deal with any queries that may arise.

4) Once the JoR is approved, please complete a DRAFT Form C on the portal (draft only, no need to submit). This will allow us to work through any queries or problems in good time before the reporting deadline, and will also save time by having details already saved on the portal when it is time to submit reports to the EC.

Dear Krissie,

According to the Grant Agreement (Article 4, page4 ) the P1 will cover month 1 to month 18, i.e. .including February 2015. I.e. the reporting dealine will be in 2015.

I can see that you would want to check he overall project spend at this 12-months stage. But this would be by 31 August 2014. And do you really need to go through the whole formal procedure, i.e. JoR and Draft Form C in the Participant Portal?

Dear colleagues,

Regarding the below query, yes I'm afraid it is necessary to carry out this check, as part of the NHMMT obligation under the GA and CA is to monitor compliance and project spend and I need to report on this at the project AGM. As the AGM will be held on 7th September 2014, and as the end of the first year falls during the summer months when many colleagues are away, I have asked for your spend to date by 1st August rather than 31st August.

Despite many administrators being experienced in completing the JoRs and Form Cs, the completion of the RP3 Form Cs for SYNTHESYS2 took more than 5 months to complete, as the volume of queries and corrections was so large. I would therefore prefer to avoid a repeat of this, hence I am asking colleagues to carry out this exercise now including a Draft Form C on the portal, in order to save time when the reports are due for submission to the Commission in 2015. Please note I am not asking you to submit the Form C, only to complete a draft. Therefore it will not require sign-off etc. but puts the draft Form C in place in a correct format in good time before the reports are due.
